FIVB has confirmed Russia’s participation as the highest-ranked team not yet qualified and said the expansion also ensures Finland competes after earning its place through prior performances. The federation is reviewing the format required for 19 teams, so host pools and the final competition structure remain pending.
Why This Upcoming Edition Matters
The expanded field prevents the 2027 qualification picture from becoming a zero-sum replacement. Russia enters under FIVB’s return roadmap while Finland keeps the VNL place it was due to earn on sporting merit.
Until the revised format is published, it is better to record only the official field size and guaranteed participants instead of extrapolating a weekly pool structure from the 18-team era.
